The Head of Mission is responsible for managing and coordinating MPDL´s Mission in Palestine in line with Movement for Peace-MPDL policies, procedures and standards.
MAIN DUTIES & RESPONSIBILITIES:
Under the direct supervision and in coordination with the Desk Officer in MPDL´s headquarters, the Head of Mission duties are:
COORDINATION DUTIES
• To coordinate and supervise the Mission´s staff to ensure that MPDL´s objectives in Palestine are achieved.
• To weekly report to the Desk Officer on the implementation of the projects and the general management of the Mission.
• To update the Security Plan and ensure its application.
• To draft MPDL´s country strategic documents (annual action plan, annual budget, annual management report…)
EXTERNAL RELATIONS DUTIES
• To represent MPDL among donors, local authorities, local partners and the media.
• To maintain a close contact with the local partners and ensure an effective cooperation.
• To represent MPDL in clusters, meetings and working groups in which MPDL is member.
TECHNICAL DUTIES
• To ensure the identification, design, monitoring and implementation of the projects.
• To prepare and submit the interim and final technical reports to the donors.
• To provide the information and documents requested by donors.
• To ensure the attainment of the project´s objectives and results.
• To guarantee that MPDL´s and donor procedures are followed and respected.
• To ensure the adequate filing and custody of the technical documents of the Mission.
• To ensure that all the supporting documents necessary to report on the projects are sent to the headquarters on time.
• To regularly visit the projects under implementation and new areas of intervention in the West Bank, Gaza and East Jerusalem.
ADMINISTRATIVE AND FINANCIAL DUTIES
• To ensure the correct administrative and financial management of MPDL´s Mission in Palestine.
• To closely monitor all financial activities and keep the Desk Officer advised of all situations which have the potential for a negative impact on internal controls or financial management performance.
• To monitor the compliance of the financial transactions with the donors’ and MPDL internal regulations and procedures.
• To manage timely & accurate preparation of the projects interim and final economic reports to MPDL
headquarters following the donors’ procedures and regulations with all the supporting documents required.
• To prepare and submit the monthly economic report that allows to monitor the expenditure of each project and to correct possible mistakes.
• To lead the preparation of annual & revised Mission budget and project budgets.
• To manage internal and external audits that are carried out as per concern requirements; support the
Administrative Department to prepare management responses; and ensure all agreed remedial actions are undertaken in a timely manner.
• To ensure transparency and accountability of all funds managed by MPDL Mission in Palestine.
• To oversee compilation of financial records & accounts in a timely and accurate fashion and in line with
international accounting standards & donor regulations.
• To ensure confidentiality towards MPDL financial information.
• To coordinate and supervise the Mission´s staff.
• To recruit and manage the local staff working conditions according to the legal framework in the country.
• To ensure the maintenance and correct use of MPDL equipment in the country.
Requisitos
A BA and specific training in Cooperation for Development and/or Humanitarian Aid.
• At least 4 years’ experience in project management in non for profit organizations.
• At least 2 years’ experience in similar positions.
• Proven experience on complex security contexts.
• Experience in team management.
• Previous working experience in Palestine.
• Strong budgeting and financial management skills.
• Fluent in English. Knowledge of Spanish and/or Arabic desirable.
• Computer literacy, particularly in Word and Excel.
• Demonstrated attention to detail, ability to follow procedures, meet deadlines and work cooperatively.
• Ability to work under pressure to meet tight deadlines.
• Driving license
• Availability to travel.
Condiciones
SALARY: according to the organization´s scales.
TYPE OF CONTRACT: full time (37,5 hours per week.)
